Consultancy Opportunity: Develop Saint Lucia’s National E-Mobility & Transport Policy Framework

The Government of Saint Lucia, through the Department of Sustainable Development, is inviting Expressions of Interest (EOI) from qualified consultants or teams for a major national initiative under the Supporting the Shift to Electric Mobility in Saint Lucia (STEM-SLU) project.

This consultancy presents a unique opportunity to contribute to the country’s transition toward safe, inclusive, and low-carbon transportation systems.


Project Overview

Saint Lucia has committed to reducing energy sector emissions and increasing electric vehicle (EV) adoption as part of its Nationally Determined Contributions (NDC 3.0). Targets include:

  • 14.7% emissions reduction by 2030
  • 30% EV sales by 2030 (40% by 2035)

To support this transition, the Government is seeking expertise to develop an integrated policy package addressing:

  • Passenger safety
  • Electric mobility
  • Gender inclusion in transport

 Scope of Work

The selected consultant/team will develop:

  • Safe Passenger Mobility Policy (SPMP) – improving safety, accessibility, and affordability
  • National Low-Carbon E-Mobility Strategy (EMS) – guiding EV adoption, charging infrastructure, and sustainability
  • Gender Action Plan (GAP) – ensuring equitable access and participation across all groups

The assignment includes stakeholder consultations, policy analysis, and strategic planning aligned with Saint Lucia’s national transport framework.

Who Should Apply?

Applications are open to:

  • Individual consultants or teams (up to 3 experts)
  • Professionals with experience in:
    • Transport policy or mobility planning
    • Electric mobility / energy systems
    • Gender and social inclusion

Experience in Caribbean or Small Island Developing States (SIDS) is an asset.
